Though rare quality are indeed very hard to come across (compared to other battle pets), they do exist. I eventually caught one in Valdisdall right next to Valdemar Stormseeker.

bout to use a stone on this guy. battled soooo many but no rare =(. broken isles rare BP are indeed rare lol.

I have been farming these Golden Eaglets for a while, while leveling several toons and many pets, and thus far my experience shows that:

1) They appear only as primary pets

 

2) Haven't seen a Rare yet

 

3) You can find some around 65, 43 in Stormheim,  "Respawn" time is not bad, just fight some Rose Taipans as filers

found a green one as the primary pet right outside of Valdisdall!

I found one but it wouldn't allow me to capture it. It said I already had 3 of this pet... I'm a bit confused.

The Location Info is wrong, they can appear as primary pets.
