To collect this pet, players will need to complete the first few quests of the main campaign in The War Within. Once the quest to find Adelgonn is accepted, the Dalaran Sewer Turtle NPC will appear on the outskirts of Freywold Village on the Isle of Dorn.
Interacting with this NPC and handing in 5 Dornish Pike fish will prompt new dialogue after a few minutes. Afterwards, handing in one Goldengill Trout fish will initiate more new dialogue, and will cause the turtle NPC to move to the Stoneshaper's Atrium in Dornogal. Speak with the turtle in the city to receive the Turtle's Thanks.
This pet can spawn in as one of four different colors when summoned.

More than a typical turtle, he's a hero in a half shell!
What a sweet, fun little "treasure" hunt to obtain this pet and neat nod to the Dalaran sewers. Can confirm that, while the pet journal entry does not currently show the bandana, this little fella is wearing it in the overworld and has a chance to appear with one of the four bandana colors each time it's summoned.
A cute turtle, easy to obtain - however it does not actually have the bandana (at least not yet?) - so unless that it's fixed, he isn't unique in design if that's what you're after. Be aware this quest ends on a good note! ;)
