Upon reaching Renown 18 with Valdrakken Accord, Groundskeeper Kama will offer this pet as one of two possible free rewards, the other being Crimson Proto-Whelp. The second pet can be purchased from the same NPC or Unatos.

The older proto-whelp model, as represented by the Emerald Proto-Drake (for one), is missing a Blue representative.  These newer ones, which look more like hatchlings, appear to be missing their Green, and include a grey-white member, Lubbins.

Acquired form Groundskeeper Kama. You may choose between this pet and the Crimson Proto-Whelp as a reward for reaching Renown 18 with the Valdrakken Accord.

 

You are able to purchase whichever pet you do not choose as a reward for (3) Primal Bear Spine/(1) Large Sturdy Femur/(150) Dragon Isles Supplies. The cost is the same no matter the pet chosen/purchased.
