This cute guy is the first fully customizable pet available in WoW. He is/was available as the monthly completion award for the May 2025 Trading Post. To change Weechi's appearance, go to any Trading Post location and click on the pink pillow next to the traders. Thus far he only has a few color and style options, but his catalog will almost certainly grow! 

 

I personally hope that other such pets will be introduced, and/or that our battle pets will also become customizable! :)
