Looks like they have gone back and awarded it to people who earned it but didn't get it.  Mine showed up on my pet roster some time in the last week or so.  Wasn't looking for it, so I can't say when it was, exactly.

Tuning is not the same thing as nerfing the living daylights out of something.  These changes to the PWS and Howl are not tuning, they're not necessary, and they need to be reverted.  Now. 

I would totally buy the digital items from previous expansions if they were made available!  Especially the older ones, and those from other games that had WoW pets with them.  I'd also love to see some of the special promo pets from other regions made available in the store, too.   <shut up, wallet!>
