I just got one today after the server restart on greymane. The area was full of people because of the known server restart. After i logged back in there was a transfer to CRZ error but i think after that went away, the whelplings showed up. I ended up aggroing one of the mobs but luckly i was still mounted, flew away to lose aggro and get back down to nab the whelpling just in time.

Got mine last night. It is 9pm pacific time. They spawn after the opening ceremonies are over. If it's your first time there, you'll get an achievement for witnessing the opening ceremonies.

Not sure if this has anything to do with the pet dropping from the boss but the first couple times i killed him, he didn't disperse into multiple globules. The time i got the pet he did. So maybe the flavor text, "This small globule didn't make it back to Viscidus in time to re-form." is a clue to getting it.

I just can't find a rare to save me. I did however, use a lvl 22 uncommon to defeat Majro Payne's Bloom elemental.
