Kosh is correct 36, 58 there is a little shrine, He wll be the primary. keep tagging them til you get your rare. just keep flying in and out of the area tagging nearby pet battles then go back they will repop.

Found multiple times in Netherstorm he seems to be a secondary to everything. just keep going farming your nether roaches and rays you should get one fairly quickly
