Found a bunch by the entrance from Tanaris. They were generally low quality, though. But if you are just looking to have one, there's a few to be had there. 

I just got one. He was connected to another big air elemental at the Circle of Outer Binding, wandering together just north of the circle (on the outer edge of the spawn area). I have been there many hours over the past week, and until tonight, I had never seen one. 

 

This makes me think that he might be connected to the larger spawns in the same way the Giraffe Calf is connected to the larger giraffe spawns. Maybe killing the big air elementals is the way to go. 

Mr. Pinchy makes a great power leveler for your team. With his area heals that last three rounds (you can switch another character in for two of those rounds), and his "Wish" that heals the next battle pet for 50 percent of their hit points, Mr. Pinchy makes an excellent cleric for your battle pet party.
