Actually just saw one of these today in the Aberrus raid, last wing of LFR. Was level 1, only creature in the fight. Thought it was weird so I came here to have a look and see if anyone else had. 

I found mine in The Azure Span, 14.97, 34.49.

I found this as a little interactive event in The Azure Span. 26.55, 46.25 -- Big Tree Hills. There's a large fallen tree. If you fly/run up the tree there's a hollow at the top with blob of sap, a stick, and a Pepper Hammer bird that looks like this pet flying around. Click the sap, then you can click the stick, then the pepper hammer will come over, and eventually you can click on the bird and it gives you this pet.
