The hidden letter is not 100%. It is RNG whether the letter will be spawned.

One week, I had no letter anywhere (I scoured the dungeon 3 times over) and the next week, it was in the dungeon.

Any word on the Quest 'Mastering the Menagerie"? I used to be able to do it on every alt, now it seems it's account-wide.  Can we verify/confirm?
