Players have a chance to loot this pet during The Deaths of Chromie Scenario, a level 110 repeatable solo-encounter. It drops from Time-Lost Wallet. These bags are sometimes awarded from Sands of Time.

Sands of Time are occasionally dropped by mobs in the scenario and looted from special Time Chests. Using this item gives you two options to choose from, each awarding bonuses, one of which is sometimes Time-Lost Wallet.

After earning enough reputation to reach rank 5 friendship (Bronze Ally) with Chromie, players can select the tier 5 talent, Fortuitous. This talent increases the chance to loot Sands of Time from mobs within the scenario by 100%, increasing the odds of receiving Time-Lost Wallets.

This older proto-whelp model is missing a Blue representative.  The newer ones, which look more like hatchlings, appear to be missing their Green.

you never start with him out in pvp what you do is start with like a bone serpent or whatever use all bone serpent's abilities, then switch into your proto whelp use bend time, crystal prison and bam

Bend Time at the moment does not work at all. The animation happens but no abilities are reset. - Still as of 24 Oct 2018

 

I consider it to be a really cool ability to use with Murkalot and Lil'Tika

Well...this MIGHT be decent PVP pet.  Okay Crystal Prison no good at that Speed, but Breath isn't totally useless.

 

Wing Buffet isn't necessarily a Speed move, although sure - stronger if you had it.  

 

Bend Time could be v handy indeed, but in the end might be just too much stuffing around - not sure.  Worth a shot to test it out with a few teams.

Considering a mix of speed-liking abilities with H/P breed and Tail Sweep, it looks more like a pet of a flavour than utility. At a first glance Bend Time doesn't seem like something one'd find an opportunity to use either, especially after the change to Haunt.

 

People liking to match their pets and mounts will have a hard time with this one.

Perhaps the Time-Lost Proto-Drake had become so ashamed of being hunted and killed that one day his body simply shrank down to this!
