1404 pets
In Tides of Vengeance, all players on an Expedition will have a chance to receive cosmetic rewards based on the island’s inhabitants, rather than which enemies were specifically defeated. That chance will again be higher on higher difficulties, but there will be no need to strategize around invaders. The most efficient way to receive cosmetic rewards will be whatever tactics cause you to complete the Island quickly, on the highest difficulty that you’re comfortable.
Blizzard recently clarified that the type of murloc that has a chance to reward this pet after completing an Island Expedition simply has not made an appearance on the islands yet. [source]
However, a hotfix is in the works that will allow any type of Island Expedition murloc the chance to reward the Coldlight Surfrunner. [source]
After our earlier tweet, we are working on a hotfix so that the Coldlight Surfrunner can drop when ANY murloc type is present on an Island Expedition. Furthermore, we're simplifying this entire system in Tides of Vengeance. More details on that soon.
There is no ETA on when the hotfix will be released, however we can only hope it will be soon.
It would also seem that there are upcoming plans to simplify the Island Expedition loot system for Patch 8.1. We'll have to wait and see what these changes are.

I have this pet got it a few days ago.
New drop system for IE sounds MUCH better. Will get out there and try it this weekend.

I can atest to this pet now drops in Island Expeditions. I just got it.
I have been pretty diligent doing IEs but only seem to get about 2 pets each week (and then I wait for the reset). Would be great to get the CS!
IEs are a pain and it is easy to burn out.
This week (Nov 27th) has Molten Cay & a few times now the First Wave Invasion (Small Pack of mobs, usually with 1 rare) has been Coldlight Murlocs, have received the pet twice in the past 24hrs. So it is out there and dropping - just gotta keep at it. Good Luck All :-)

I'm just hoping a lot of changes come to IE for 8.1. Honeslty I have 3 of the pets so far and run about 30 IEs a week. I'm getting burned out.
Well, heck. I probably should have thought to wait for the patch to see how it changed things before just dumping a couple hundred thousand gold on the Island Expedition pets on the Auction House. Was getting so frustrated with farming.
