I have found the easiest way to mark the "Mommy" bears is to single target and kill the creeper eggs on the back of the bears. You can kill all but the last egg but the egg will despawn itself. That way you know which has the cubs spawn next to them. It doesnt last long but will last a circle or 2.

@ thunderburke. No. I am A level 100. Somehow I got lucky and got the Crimson, Emerald, Azure, and bronze all tonight. I did however notice that when the NPCs start spawning faster and dropping better loot the pet is soon to follow

Got this today. Farmed winterfall village. East of ever look. Noticed the npc's started spawning faster and dropping better loot including blues. About an hour into this it dropped. I've noticed this seems to be the same on all the whelpling drops. Watch for the extra loot to start and the pets will drop soon. 

Got this little bugger today. Noticed whelps started dropping other loot besides claws and silver then bam, dropped this little treasure. Start watching for the changes in loot then you know it's probably close.
