Caught one as 1st pet but according to Alaurynn on wowhead, they do spawn as 2nd or 3rd pets too. This was upvoted to green status there so is likely to be reliable. It was level 16 and came with a beast and critter.
They seem to spawn all over the areas of outside of AQ & just over the walls too. Fly all the way to the Twilight guys too. I would suggest if you have a level 55 toon or higher that it may be worth the time to make a DK on a low pop Brazilian server. The 2 hours is takes to get the DK out of training and into the world may be worth it and you can always use it for other pet captures later. I got mine this way about 45 minutes after getting her to Silithus.
