The festival is starting at the usual time (9pm) on my server- post-patch 5.1. 

9pm came, the lanterns appeared, the crowd got antsy--- I think we were ALL holding our breath at that point.  And all of a sudden, they spawned all over the place. 

All you have to do is stand on the beach, looking in the general direction of the statue and you're good.  Most of the crowd stand in the middle- so, as said before- off to the side is your best bet.

It's my new favorite.  I agree with the others- the image doesn't do this justice- they're slightly transparent with a blue glow/curling mist pouring off of them much like Magria-- and they look fantastic next to Ghost Crawler and a Swift Spectral Tiger.

I have to echo everyone else's "I wasn't too excited about getting this for the achievement" sentiment, as well as the "once I saw it moving it all changed" they beautifully captured that wobbly awkward leggy gait of a fawn and it is so damned adorable bouncing around behind me when I'm mounted that it's become one of my favorites (next to Stinker).
